On 23 June 2026, the RESILIACT (Cross-regional Action for Enhanced Impact Forecasting, Early Warning, and Resilient Governance) project officially launched with its kick-off meeting on a virtual platform, bringing together 23 partner organisations from across Europe.

Hosted by NORSAR, the project’s coordinator, the kick-off meeting marked the beginning of an ambitious Horizon Europe collaboration focused on strengthening multi-hazard disaster resilience through interoperable digital solutions.

Technovative Solutions Ltd (TVS) participated in the meeting as one of the key technical partners alongside representatives from disaster management authorities, municipalities, meteorological institutes, research organisations, civil protection agencies, and technology partners.

In the kick-off meeting, TVS was represented by Dr Mohammad Azizur Rahman, Director at Technovative Solutions LTD, along with Tauheed Mahmud Hussain, Senior Environmental Engineer; Hashemi Rafsan, Senior Software Engineer; and Md. Shahriar, Water Resources Engineer. The meeting provided an opportunity for all consortium members to introduce their organisations, establish collaboration, and align on the project's vision, implementation strategy, and the work ahead.


A Strong Start for the RESILIACT Consortium

The kick-off meeting established a strong foundation for collaboration by introducing the project's objectives, governance structure, work packages, implementation roadmap, and immediate priorities.

Partners discussed the technical vision behind RESILIACT, its co-creation approach, pilot activities, and the roadmap for delivering an integrated data-to-action platform that helps authorities make faster and more informed decisions during complex disaster events.

Interactive sessions encouraged consortium members to identify existing technologies, data sources, and operational challenges while exploring how each organisation's expertise will contribute to the platform. Discussions also highlighted the importance of interoperability, stakeholder engagement, and ensuring the platform delivers practical value for emergency responders, public authorities, and communities.

By the end of the meeting, partners had developed a shared understanding of their responsibilities and the collaborative approach that will guide the project throughout its implementation.


About the RESILIACT Project

European societies are facing increasingly complex disaster risks driven by climate change, urbanisation, and interconnected infrastructure. Existing disaster management systems often rely on fragmented data, disconnected tools, and isolated communication channels, making it more difficult for authorities to anticipate impacts and coordinate timely responses.

RESILIACT aims to address these challenges by developing an integrated, web-based platform that connects interoperable data, multi-hazard impact forecasting, decision support, and trusted emergency communication within a single operational environment.

The platform will help transform fragmented disaster risk management processes into a unified data-to-action pathway, enabling authorities to better understand complex hazards, anticipate their impacts, and make evidence-based decisions before, during, and after emergency situations.

Developed through a collaborative co-creation approach, RESILIACT will be validated through Living Lab demonstrations across the Nordic capitals: Oslo, Reykjavík, Helsinki, Copenhagen, and Stockholm. Once RESILIACT validates its solutions through real-world Living Lab exercises, the results will then be replicated in six additional regions across Europe and beyond, including Brussels, Attica, Bratislava, Lisbon, Canvey Island, and Algiers.

By bringing together public authorities, researchers, technology providers, and local communities, the project aims to improve disaster preparedness, strengthen coordination, and build more resilient societies.


TVS's Role in RESILIACT

Within the RESILIACT project, Technovative Solutions Ltd is responsible for developing the web-based RESILIACT Platform that will bring together the project's different technical components into a single, integrated environment for disaster risk management.

TVS's contribution focuses on transforming the project's research and technical developments into a practical, scalable platform that supports data-driven and impact-based decision-making. The company is leading the development of the platform's functional and co-design specifications, technical architecture, system integration, and user interface design, ensuring that the various components developed across the consortium work together seamlessly.

A key part of TVS's work is the development and integration of the Multi-Channel Emergency Risk Communication (MCERC) component. This will enable authorities to communicate trusted emergency information through multiple channels using multilingual message templates, accessible communication methods, coordinated alert delivery, two-way citizen feedback, and post-event behavioural insights. The objective is to help ensure that emergency information is clear, inclusive, and actionable for different communities.

In addition to these core responsibilities, TVS is contributing its technical expertise across a wide range of project activities. This includes supporting requirements analysis and data mapping, interoperability framework development, API design, technical and semantic interoperability, integration of impact forecasting capabilities, decision support integration, platform validation, and technical support during Living Lab demonstrations and replication activities across the project's pilot sites.

The company is also supporting technical dissemination, stakeholder engagement, knowledge transfer, platform sustainability planning, and software intellectual property management. Through these contributions, TVS is helping ensure that the RESILIACT Platform is technically robust, interoperable, and capable of supporting public authorities, emergency responders, and other stakeholders in managing increasingly complex multi-hazard disaster scenarios.


Supporting Smarter Disaster Risk Management

The impact of RESILIACT extends well beyond the project consortium. By connecting fragmented data, forecasting systems, decision-making processes, and communication channels into a unified platform, the project aims to improve how authorities prepare for and respond to disasters.

Its interoperable architecture will enable better collaboration between organisations while supporting impact-based early warning, anticipatory decision-making, and coordinated emergency communication. The platform's modular design will also allow solutions developed during the project to be adapted and deployed across different regions and disaster scenarios.

Ultimately, RESILIACT will contribute to strengthening Europe's disaster resilience while supporting the objectives of the EU Civil Protection Mechanism, the EU Climate Adaptation Strategy, and the Sendai Framework for Disaster Risk Reduction.


Looking Ahead

With the project now officially underway, the consortium is moving into its first phase of implementation, focusing on stakeholder engagement, technical planning, co-creation activities, and platform development.

For TVS, the coming months will involve collaborating closely with consortium partners to develop and integrate the RESILIACT Platform while supporting the project's shared vision of delivering interoperable, practical, and user-centred digital solutions for disaster risk management.

The kick-off meeting marked an important milestone in the project's journey, laying the groundwork for strong collaboration across the consortium. TVS looks forward to contributing its technical expertise throughout the project and working alongside its European partners to help deliver innovative solutions that improve disaster preparedness, strengthen early warning capabilities, and support more resilient communities across Europe.
